FEDERAL courts can be searched and documents can be downloaded free of charge as long as you don’t go over $30/quarter.
There are maximum fees and be careful with SEARCHES — I once got charged over $40 for one search.
Court opinions are always free. Finding them is the hard part.

There’s a learning curve to PACER and most Sunnova litigation happens in STATE courts as breach of contract is a state claim (with some exceptions) and every court in every state has different access policies.
